Organisation Description:

The Marine Institute is the national agency responsible for marine research, technology, development and innovation (RTDI). The Marine Institute seeks to assess and realise the economic potential of Ireland’s 220-million-acre marine resource; promote the sustainable development of marine industry through strategic funding programmes and scientific services; and safeguard the marine environment through research and environmental monitoring. The Institute works in conjunction with the Department of Agriculture, Food and Marine (DAFM) and a network of other Government Departments, semi-state agencies, national and international marine partners

Summary of the Role:

The successful candidate will be based within the Institute’s Information Services and Development section as part of the Data Management team. The Marine Institute collects and manages numerous data sets for a variety of purposes, including to support sustainable marine resource use and environmental management by a range of public bodies. Many of these data sets can be used to support a range of national programmes such as Marine Spatial Planning, implementation of the Marine Strategy Framework Directive (MSFD) and OSPAR Convention, for which the Department of Housing, Local Government and Heritage is the competent authority, R&S/OCIS/STO Data Analyst/Feb 2022 support for the fisheries Data Collection Framework, and to support a range of oceanographic data services. The successful candidate will work with Marine Institute scientists to ensure that the tools and processes are in place to enable data from across a range of disciplines to be well managed and available for use in these programmes. The role will support, develop and ensure the availability of underlying data management systems and technical processes. This will include databases, data processing scripts, data cataloguing, data access tools and processes, as well as reporting and analysis services. The successful candidate will be responsible for supporting data access services, making Marine Institute data available to external stakeholders, for maintaining the entries in and the structure of the Marine Institute’s master data catalogue, and for ensuring that consistent service is provided from this catalogue through the Irish Spatial Data Exchange and into data.gov.ie. They will also support internal data management activity by supporting oceanographic and marine environmental data storage and services, including using scripting language environments and databases, and collecting and assuring the quality of information (metadata) associated with these data. Finally, the successful candidate will support the Institute’s spatial analysis capacity with the generation of map products as required.

Educational and Professional Requirements:

  • A degree or equivalent higher qualification in IT / Computer Science, engineering or other numerical discipline.
  • Experience in the management and analysis data, ideally scientific or environmental datasets.
  • Database skills, preferably in MS SQL Server or similar enterprise-scale DBMS.
  • Knowledge of scripting languages (such as Python, JavaScript, R, etc…).
  • Experience of documenting technical requirements, specifications and / or workflows
  • The ability to be well organised and work to deadlines identifying priorities and managing time effectively.
  • Excellent interpersonal skills and the ability to communicate effectively at all levels both in writing and verbally with technical, scientific and non-technical groups.
  • The ability to work unsupervised and to work well with others.
  • A demonstrated willingness to learn.
